Before getting water piped in from the mountain, residents of Santa Ines relied on a small, polluted river a kilometer away. Other water sources belong to wealthy landowners and sharecroppers have scant access to them. Now, 13 more families in the community have a water spigot. The water is rationed -- it's only on two hours a day and is used solely for cooking and drinking.
